Hank Kelly is the managing partner of Kelly Drye & Warren LLP, Chicago office. He concentrates in communications, energy, and public utility law and regulation. 

He has deep knowledge of the laws that govern these regulated industries and relies on this knowledge to represent companies in litigation matters involving commercial agreements, intellectual property, class action defense, state and federal preemption issues, municipal regulation, and actions to enforce state and federal telecommunications and energy laws. He has trial experience in more than 10 state public service commissions, and separately has litigated enforcement actions in state and federal courts in Illinois, California, Connecticut, Florida, Kentucky, Maryland, Michigan, New York, Ohio, Texas, Virginia, Wisconsin and the District of Columbia. 

He regularly counsel clients on how to comply with state and federal regulations, and how to structure commercial transactions, mergers and acquisitions, and business organizations to conform with legal and regulatory requirements. 

Mr. Kelly served as general counsel to the Illinois Power Agency, the state agency that oversees competitive electricity procurement by Illinois' largest electricity distributors, and monitors renewable energy portfolio procurement and demand response measures by the state's electricity utilities. 

In 2013, he was named Chicago Communications "Lawyer of the Year" by Best Lawyers, and is ranked by Chambers USA as a Tier 1 Communications attorney.
